A NOTE FROM FREDDIE

Friends,

October 29th will mark one year since Pomona SWAT Officer Shaun Diamond was killed in the line of duty. I knew Shaun for many years through his work in Downtown Pomona. He was highly regarded by all who knew him and his loss is still deeply felt throughout our community.

In his memory, I have introduced ACR 104 to proclaim the portion of Interstate 10 that runs through Pomona as the Officer Shaun Diamond Memorial Highway. Shaun dedicated his life to helping others and proclaiming a highway in his honor will be a lasting commemoration of his service and sacrifice.

The resolution will need to be approved by both the State Assembly and State Senate, which I expect to happen early next year. Please check my website for updates.

LEGISLATIVE UPDATE

The legislative session has wrapped up for the year and hundreds of bills are on Governor Brown's desk for consideration. So far, the Governor has signed two of my bills into law; AB 162 to prevent deadly wrong way accidents and AB 1104 to aid police in seeking search warrants. I still have five bills waiting on action by the Governor. They are:

  • AB 69 - establishes best practices and procedures for the download and storage of police body camera footage. This bill was approved unanimously by both the State Senate and the State Assembly.
  • AB 71 - would create a statewide database of statistics on all officer-involved shootings that result in the injury or death of an individual or a peace officer. Currently, there is not a national or statewide database on how police officers use force, and how it is used against them.
  • AB 172 - would increase protections for all health care workers by increasing the penalties for assaulting an emergency medical provider inside of an emergency room equal to an assault that occurs outside of the hospital, clinic, or health care facility.
  • AB 503- would improve the quality of data shared between hospitals and emergency medical providers, such as ambulance companies, to evaluate and improve the quality of medical care.
  • AB 1163- would require that health plans and insurers provide written notice to independent insurance agents before any changes are made to contract terms and conditions.

The Governor has until October 11th to sign or veto bills.

EARTHQUAKE PREPAREDNESS

Are You Ready to Shake Out?

With over 37 million people living and working in California, a major earthquake could cause unprecedented devastation. You can make sure you're prepared by participating in the Great California Shakeout, a statewide earthquake drill held annually on the third Thursday of October. The 2015 drill will be at 10:15 a.m. on October 15.

The 2015 Shakeout drill will be the largest preparedness event in world history. It is organized by the Earthquake Country Alliance. Visit my website to learn how to participate.

In the spirit of earthquake preparedness, I am also hosting a free Earthquake Preparedness Workshop. Don't be caught unprepared. Come learn about the important steps you can take to help your family be ready in the event of an emergency.

OPEN JUSTICE INITIATIVE

I was thrilled this month when California Attorney General Kamala Harris announced her support of my Assembly Bill 71 which would create a statewide database of statistics on all officer-involved shootings that result in the injury or death of an individual or a peace officer.

AB 71 is a key component of Attorney General Harris' new OpenJustice Initiative, a first-of-its-kind criminal justice open data initiative that will release unprecedented data while being interactive and easy to use. The new data-driven initiative embraces transparency in the criminal justice system to strengthen trust, enhance government accountability, and inform public policy.

Recent events in California and across the nation have highlighted the need for an important conversation between law enforcement and the communities they are sworn to protect. AB 71 will bring context to the numbers provided in the OpenJustice Portal and help strengthen trust between law enforcement and the community.

RED RIBBON WEEK

Red Ribbon Week is the oldest and largest drug prevention campaign in the country. This year Red Ribbon Week will be celebrated October 23-31, 2015.

The State Legislature recently passed Assembly Concurrent Resolution 102, encouraging students to respect themselves and live drug-free. Red Ribbon Week serves as a vehicle for communities and individuals to take a stand for drug prevention and a personal commitment to live drug free lives.

The theme of this year's effort is "RESPECT YOURSELF. BE DRUG FREE."

AROUND THE DISTRICT AND CAPITOL

I had a great time at the Annual Legislative All-Star Softball Game. For the first time in over a decade, the Democrats came home with the win and I was honored to be named co-MVP with Assemblymember Autumn Burke! Great job, team!

I was happy to recognize Assistant Fire Chief Dave Stone for his dedication and many years of service with the Los Angeles County Fire Department. I was honored to have worked with Dave while I was a member of the Pomona City Council to ensure the city had adequate fire services.

I had the pleasure of touring Cal Poly Pomona's Farm Store with University President Soraya Coley. It was great to see the hands-on opportunities the Agriculture Department provides their students. I enjoyed trying the orange juice made on campus!

I got to tour Scott Bros Dairy in the city of Chino. I was proud to learn that they have been in business for over 100 years and are the largest producer of frozen yogurt in the U.S.

I was happy to join the American Red Cross, the Los Angeles County Fire Department, and the Pomona Police Department at Ralph Welch Park. They installed new smoke detectors in people's homes in my neighborhood. Thank you to all the volunteers and staff who helped put this event together!

It was great saying hello to UFCW members at the LA County Fair.

Congratulations to Chaffey High School and to the Chaffey Joint Union High School District on the groundbreaking of the new math & science building!
