A NOTE FROM FREDDIE

Friends,

I hope you and your family are enjoying the holiday season.

December has been a month of celebrations! On December 1st my fellow legislators and I were sworn in for the 2015-2016 legislative session. It was an honor to have my family with me as I took the oath of office to serve as your representative for two more years.

This month, I was deeply honored to be named Emergency Medical Technician of the Year by the California Emergency Medical Services Authority. You can read more about the award and the legislation I have authored to improve our emergency system below.

And of course, we are celebrating the holidays and preparing for the New Year. I am grateful to everyone who donated toys to my 2nd Annual Holiday Toy Drive. Over 100 local children benefitted from your generous donations and, with your help, we were able to put a smile on their faces in time for the holidays.

Friends,

I am honored by the trust and support you have placed in me to be your representative for another two years. It is a privilege to serve the community I have called home my entire life.  I look forward to the upcoming legislative session and will continue to work to make the Inland Empire a better place to live.

September 30th was the deadline for the Governor to take action on bills that were approved by the State Legislature for this session. I am pleased that Governor Brown signed seven bills into law that I authored, and they will become effective on January 1, 2015.

The bills I introduced reflect my top priorities for creating jobs in the Inland Empire: protecting public safety and improving access to quality health care. For a full summary of my legislation that was signed this year, please visit my website.

Friends,

October 11th marks my 1 year anniversary as your Assemblymember and I am pleased with all that we were able to accomplish during my first legislative session.

The legislation that I introduced this year reflects my top priorities which are to encourage job creation in the Inland Empire and to protect public safety. I know there is still a lot of work to do, but I think we are off to a great start.

I am pleased to report that Governor Brown has signed four bills that I authored including AB 1797, which encourages job creation by identifying "earn and learn" job training opportunities in the health care field. These types of job training programs allow students to earn a living while learning the skills they need to be successful in their career.

The state legislature has approved three more of my bills and they are on the Governor's desk, waiting for his signature. Currently on the Governor's desk is AB 1598, my bill that coordinates the way first responders train for active shooter situations.

This month the Legislature came together in a strong, bipartisan agreement to pass a new water bond that will be on the ballot in November.  The new bond will replace the bond that was approved for the ballot in 2009.   The $7.54 billion bond is fiscally responsible, ensures water reliability and addresses our state’s critical needs during this historic drought. 

The new and improved water bond invests significantly in areas that will benefit the Inland Empire. Among the investments are $900 million dedicated to groundwater cleanup, $750 million for water recycling projects and $520 million for projects that provide clean, safe, and reliable drinking water.

In addition, the water bond dedicates $3 billion to water storage and dam construction, which is an essential component in ensuring water reliability and preparing for another drought.

What a great time for California!

I hope you are enjoying the summer season.

As we all try to find ways to beat the heat this summer, I hope you will consider visiting one of California’s State Parks. Whether you enjoy hiking, camping, boating or just enjoying the outdoors, a California State Park makes a wonderful and inexpensive vacation spot. I encourage you to visit the California Department of Parks and Recreation’s website to find a park destination to visit this summer.

The summer months can be especially hard on seniors, persons with health conditions and small children. Local cooling centers are available to help you get some relief from the high temperatures. Spending a few hours in an air-conditioned environment can bring down the body's core temperature and make it easier to handle the heat.  

You can visit www.211sb.org or contact the Inland Empire United Way to find a cooling center near you.

For the fourth year in a row, the California Legislature has passed an on-time, balanced budget. The budget we passed reflects our commitment to fiscal discipline by paying down our debt and investing in our shared priorities.

After years of cuts to education, we are able to increase funding to our schools by $5.6 billion and make a substantial investment in preschool and early education. This year’s budget also provides for over $1.2 billion in shovel-ready infrastructure improvement projects that will create jobs, improve our local streets and create affordable housing projects.

Just as important, the 2014-15 Budget invests in California’s future by building our financial reserves. Although our economy is recovering, it is important that we take steps to prepare for another economic downturn. Strong budget reserves are fiscally responsible and build a strong economic foundation for our state.

This was my first budget vote and I was proud to cast my vote for a budget that invests in California’s future and is fiscally prudent. I will continue to fight for opportunities to create jobs, protect public safety and advance educational opportunities for our children, while ensuring that tax dollars are not wasted.

Friends,

Welcome to my May newsletter.

On May 12, Toni G. Atkins was sworn in as the 69th Speaker of the State Assembly. She is only the third woman to hold the title of California Assembly Speaker. Speaker Atkins is a great leader and I look forward to working with her to make our great state even better!

The Governor released his May budget proposal revision on May 13,  which includes more money for schools, courts, teacher pensions and drought relief while still paying down our debts and investing in our future.

Last week the Legislature unanimously voted to place a Rainy Day Fund on the November ballot. The Rainy Day Fund is a historic step in the right direction towards securing California’s financial future. Although our economy is recovering, it is important that we make preparations for another economic downturn. I was pleased to cast my vote for this measure and I will continue to fight to protect California’s future.

In this newsletter, you will learn more about the work I have been doing in Sacramento and around the district. As the legislative session continues, I hope that you will contact me about issues important to our community.

In this month’s newsletter, you will read about what I am doing on your behalf in Sacramento and around the district. You will see an update on an important hearing I held last month regarding the shooting that occurred at LAX in November as well as updates on my legislation and the critical drought we are facing.

We had a great turnout for my Neighborhood Coffee Series. Over the past few months, coffee events were held in each city in our district. I was able to meet with many of my neighbors and talk with you one-on-one about important matters in the community and answer questions about what I am doing to represent you in Sacramento.

My top priority as your Assemblymember is making sure that I am accessible to you. You can contact me at any time for help with a state-related issue, to express your opinion on legislation, or to talk about important issues in our community. Your comments are important to me especially as the legislative session continues and I begin to vote on critical legislation.

A NOTE FROM FREDDIE

Friends,

The legislative session is in full swing. Last month, I listened to Governor Jerry Brown deliver his State of the State address. The Governor talked about the progress California has made and called for necessary investments in a rainy day fund to prepare for rough times that may lie ahead.

The next few months in Sacramento will consist of policy hearings on legislation and budget discussions. Back home, I am meeting with our neighbors and local leaders in the community to gather input on legislative issues.

I hope to see you at one of my Neighborhood Coffees this month where we will have an opportunity to sit down and talk face-to-face about the issues affecting our communities.

I am looking forward to a productive year.
