Assembly Bill 1535

SACRAMENTO, CA – Assemblywoman Wendy Carrillo (D-Los Angeles) is proud to announce that Governor Gavin Newsom has signed AB 1535 into law, which ensures pet insurance claims can be filed faster and with less hassle.

“California consumers care deeply about the health and well-being of their pets,” said Assemblymember Wendy Carrillo (D-51). “AB 1535 ensures that consumers who purchase pet insurance can ask questions, file a claim or complaint without confusion or misdirection from pet insurance companies over brand names and details lost in the small print. Pet insurance consumers have a right to transparency and proper recourse.”

According to the North American Pet Health Insurance Association, the pet insurance industry has reached a market value of $1.42 Billion in North America, a large portion being purchased in the state of California. Additionally, California leads the way with the highest annual cost for veterinary care for dogs and cats at over an average of $1,500. AB 1535 will make it easier for consumers to be able to file a pet insurance claim by making the process more transparent, less complicated and mandating pet insurance companies to disclose the correct contact information.

“With Governor Newsom’s signing of AB 1535, finally pet insurance policy holders will have the same rights as other policyholders,” said Insurance Commissioner Ricardo Lara. “My Department sponsored this law so insurers can’t hide behind confusing brand names anymore to avoid claims or complaints. Our first-in-the-nation pet insurance law just got stronger! Thank you to Assemblymember Carrillo for your leadership.”

Assemblymember Wendy Carrillo was elected as the representative of the 51st Assembly District in December of 2017. She is a member of the Health, Appropriations, Utilities & Energy, Labor and Rules Committees. Carrillo represents the people of East Los Angeles, Northeast Los Angeles, and the neighborhoods of El Sereno, Echo Park, Lincoln Heights, Chinatown and parts of Silver Lake.
