SACRAMENTO, CA – Assemblywoman Wendy Carrillo (D-Los Angeles), commends Governor Gavin Newsom signing AB 392, authored by Assemblywoman Shirley Weber (D-San Diego), into law. This bill ensures that law enforcement officers only use deadly force when necessary to defend against the threat of death or serious injury to the officer or to another person.
“Recent police shooting incidents resulting in a death has caused a divide between law enforcement officers and our local communities of color,” said Assemblymember Wendy Carrillo (D-Los Angeles), who is a principle co-author. “AB 392 helps bridge the gap by providing clarity as to when an officer may use deadly force. This additional transparency will help foster a safer and more comforting environment for Californians while still preserving the ability for law enforcement officers to protect and serve.”
AB 392 is the direct result of robust multi-year negotiations between policymakers, law enforcement officials and social justice organizations. According to a letter by the Peace Officers Research Association of California, the California Association of Highway Patrolmen and the California Police Chiefs Association, this bill is a “unified solution that will set a new national precedent on this important issue that impacts families, officers and communities throughout the country.”
“With the Governor’s signature today, we have taken the first step toward changing how policing is conducted in California,” said Assemblywoman Shirley Weber (D-San Diego). “The primary driver for enforcing public safety is now valuing and preserving human life. Policy, training and tactics will change statewide to reflect this. It should be noted that the success of this bill owes much to the energy and devotion of the families who have lost loved ones. They have translated their grief into positive action that will now save lives.”
